CENTRAL PRISON VOCATIONAL TRAINING PROGRAMME
  Project Overview
 
 
As a part of IIB’s social project initiatives, IIB Education in coordination with State Resource Centre Kerala, made an entry in to a unique project of providing Skill Development Training for the Central Prison inmates.

The project for the inmates of central prison is an initiative by Department of Home, Gov. of Kerala to impart vocational training to the inmates of central prison and correctional home in order to provide them employability for leading a better life after their release from prison.

The ultimate intention is to rehabilitate the prison inmates who are convicted for various crimes. The project envisages to provide a knowledge base in a potential skill sector with which they can find an easy and decent living in the post-imprisonment era either through employment or through self-enterprise.

The proposal for imparting the skill development course in ‘Advanced Diploma course in Optical Fiber Technician and Digital Security Surveillance'(ADOFDS) has been well accepted by the prison authorities and the state home department of Kerala. As they have identified this course as a good means for rehabilitation of prison inmates.

   
 
Department of Prisons and correctional home vide Government Order no. P2-18896/2017/pr HQ, dated 26.1.2018 accorded departmental sanction to SRC Kerala for conducting the above course to 15 inmates of central prison Viyoor at a project cost of Rs 1,50,000

Under this program Central prison Viyoor will be the funding agency and state resource centre Kerala the monitoring agency and IIB education acts as an implementation agency for imparting the skill development training to the inmates of central prison. The IIB education will coordinate NSDC as well as SRC Kerala assessments and provide dual certifications to the candidates who have successfully completed SRC led skill development programme for specified communities.

 
   
   INAUGURATION
   
 
The The Training Programme for Prison inmates was inaugurated by the superintendent of central prison and correctional home Mr. Vinod Kumar in the presence of Welfare Officer central prison Mr. A O Thomas. , project manager IIB Education and state project coordinator SRC Kerala. At the ceremony the state project coordinator, Mr. Ibrahim Bhadusha Asharaf handed over the study materials, student’s attendance register, staff attendance register, academic log book, students register and the user ID and passwords for the students to the welfare officer Mr. A O Thomas Roy. The Project Manager, IIB education Mr Raheem Theparambil briefed the candidates regarding the course, certifications and the opportunities available to them on completion of the course. The user ID and pass word are given to the students for logging on to the official SRC-NSDT web site.
   
   IMPARTING TRAINING
   
 
A group of well qualified faculty having expertise in the fields of Networking & Fibre Optics were deployed to conduct the classes at Central Prison. The classes were well scheduled and conducted 3 hours a day.

The classes were included regular sessions, periodical class-tests practical-lab sessions and the final examination at the end of the course programme. With repairing and establishing a well-connected multi-node CCTV network within the prison they have proven their practical capacities in the CCTV & Fibre Optics technology skills they have gained during their classes.

The classes for the first batch of prison inmates in Advanced Diploma in CCTV and Fibre commenced on 18.01.2018. Using the user ID and Pass word students were asked to log on to their respective SRC-NSDT account for filling up their personal details. The regular duration of classes were fixed from 01.00 PM to 03.00 Pm from Monday to Friday. The class on 'System Administration' started on 18.01.2018 and was completed on 26.02.2018.

The topics covered under system administration are (a) Identification of components of a PC with specifications and their assembly. (b) Installation of various operating systems on to the computer (c) Various preventive maintenance practices (d) Analyzing market value of components in conjunction with customer requirement. The class on ‘Network Administration” started on 27.02.2018 and was completed on 12.03.2018.

The topics covered under Network administration are (a) Various topologies (b) Implementation of a wired network (c) Configuration of a network connectivity (d) Troubleshooting of computer LAN (e) Access a remote PC using the Local Area Administration (LAN).

The class on ‘Optical Fiber Technician’ started on 13.03.2018 and was completed on 26.03.2018.
The topics covered under Fiber Optic Technology are (a) Basic principles of fiber optic technology and fiber cables (b) Identification of Fiber Optics Connectors and connection methods (c) Laser hazards & Safety precautions (d) Splicing of cables (e) OF cable testing and trouble shooting. (f)Various Fiber Tools used and their applications (g) Integration of cable in LAN networks.

The class on’ Digital Security and Surveillance (CCTV) started on 27.03.18 and was completed on 10.04.2018.
The topics covered under Digital Surveillance System are (a) Basic principles of CCTV installation (b) Various cameras for surveillance (c) Configuration of DVR or NVR with Cameras (d) Access methods of IP cameras through LAN (e) Configuration of DMZ and port forwarding for remote access of CCTV camera (f) Various access control system mechanisms (g) Methods to calculate attendance and log events using access control.

The students attendance register was updated from time to time and the attendance status up loaded in the SRC-Kerala website. It has become a regular practice to maintain staff attendance register and academic log book right on time.
 
   QUALITY EVALUATION
   
 
The progress of the course was closely monitored by the welfare officer, central prison Viyyoor, the prison authorities were absolutely satisfied with the quality of the training programme.

At the end of each subject-level module, students (inmates) were asked to participate a self-assessment process called students’ performance evaluation. Where they are asked to fill-up their subject level and application level understanding and their confidence level in each subjects they have taught.

The students (inmates) were divided into small groups to observe a project day, where assembling of a computer was the project given to them. Out of 5 groups, group’ C ‘was adjudged as the best performing group and the group members were given prizes by the Welfare Officer in recognition of their performance. The faculties have identified a best performer among the whole group and he was given a prize for his outstanding performance.
   
   EXAMINATION
   
 
The students (inmates) were asked to register for the online examination by logging on to their individual SRC –NSDT account.

The students (inmates) downloaded examination Hall ticket from website and got it attested by superintendent of central prison& correctional home Viyoor. The practical examination of the inmates was on 10.04.2018.The theory online examinations (SRC Kerala & NSDC) of the inmates were on 12.04.2018, in the presence of Director, SRC Kerala. All the 15 inmates had appeared in the theory and practical examinations.

Mr Sureshkumar Director SRC Kerala, Mr. Justin Roy A Managing Director IIB Education, Executive Director Mr Ramakrishnan, Senior project Manager Mr Nelvin Tomy, Project Manager (SRC) Mr Ibrahim Bhadusha, and Project Manager Mr Abdhul Raheem were the distinguished personalities engaged to oversee the jail project conducted by SRC Kerala.
   
   CERTIFICATION
   
  ADVANTAGE OF DUAL CERTIFICATION
 
The beneficiaries of this programme are entitled to obtain a dual certification on the successful completion of the course programme. Since certain specific job-roles related with this technology has been mapped to NSDC, under the related Qualification Packs, the union ministry approved certification will be an added advantage for the so-called beneficiaries.

By securing the NSDC certification, the students of this program are able to fetch the job opportunities nationwide as this course program has been recognized and conforming to the National Occupational Standards.
   
   APPRECIATION FOR EXCELLENCE
   
 
The prison authorities including the superintendent of prison, welfare officer of Central Prison viyyoor, along with their state authorities from the Home Department acknowledged their warm appreciations on the overwhelming success of this training programme.

The prison authorities regarded this training programme as a turning point in the history of prison’s rehabilitation efforts rendered by the State Resource Center in coordination with IIB Education.

The grand success of this programme eventually gained publicity in the media as it spread publicity through daily newspapers and web-portals. The Mathrubhumi, the National daily in Malayalam, Bignewslive.com and dhunt.in, reported (On 29.04.2018) the Skill Development training imparted to the inmates of central prison Viyoor as a mile stone in the history of Prisons and appreciated SRC and IIB Education for their respective roles in the project.

To mark the celebration of certification ceremony, it was decided to invite Honorable Minister for Agriculture Mr. V S Sunil Kumar as the Chief Guest to distribute the certificates to the successful candidates. In recognition of the best performance exhibited by IIB with respect to the SRC led training programme for the prison inmates. The prison authorities have decided to entrust all future jail projects to IIB education on behalf of SRC Kerala and issued notifications to all jails in this regard.

The state prison authorities have granted permission to impart skill development course in all the Central Prisons including Thiruvanthapuram, District Prisons & Correctional Homes, Prison for women etc. throughout the state of Kerala.
   
   CONCLUSION
   
 
The project for the inmates of central prison was a great success and it received wide acceptance from the Prison Authorities. In recognition of the best performance exhibited by IIB education for and on behalf of SRC Kerala the prison authorities have decided to entrust the future jail projects to the association of SRC Kerala and IIB education.

On 15th of May, 2018 Minister of Agriculture Adv. V S Sunil Kumar distributed the Certificates in an auspicious ceremony organized by the Prison Authorities. Superintendent of Police for Prison Mr. Vinodkumar, Prison’s Welfare officer Mr. AO Thomas, Director of State Resource Centre Kerala etc. Were presided over the function.

Minister Sri. VS Sunil Kumar acknowledged his high regards for the Vocational Education conducted by IIB Education and praised the well- Organized course which could be highly useful for the inmates of Prison in the course of rehabilitating their life in to the mainstream by finding a trade or profession independently.

IIB Education do believe that the grand success of the skill development project for prison inmates stand prudent to its social initiatives in line with the NSDC mission of skilling the communities in the process of changing the skill landscape of the country.
